Job Requirements
The Services
· Conduct a participatory review of GAIN Ethiopia Business Plan FY July 2020-June 2023 and guiding documents for the new 2023-27 global strategy.
· Undertake a contextual analysis of the GAIN Ethiopia operating environment with the aim of providing insight into our strengths and weaknesses and the opportunities and threats posed by our operating environment. This will include an analysis of the social, political, economic, technology, climate, security, regulatory, and demographic trends; current realities and/or anticipated developments.
· An assessment of national policy objectives related to health and nutrition and the sustainable development goals, especially from a food systems lens.
· An analysis of the international development, implementing partners, NGO and civil society sector in Ethiopia to provide insight regarding relevant work being undertaken by other partners and implications for areas of collaboration and operational focus to GAIN as outlined in 2 above.
· Based on the analysis of the findings and review of the GAIN Ethiopia Business Plan, draw conclusions, and make recommendations for Ethiopia’s contributions to the GAIN strategy 2023-2027 as well as considerations that could translate into the country office business plan.

Fees
For the services in accordance with the conditions of this TOR, GAIN has budgeted up to USD 6,000 (to be paid in ETB equivalent), inclusive of all taxes.
Qualification and Requirements
• PhD or Masters in a relevant discipline, such as Political Science, Development Studies, or sociology.
• Food systems lens is a plus
• Proof of at least ten (10) years of experience of providing similar consultancy services.
• Track record of timely service delivery including evidence of previous similar outputs.
How to Apply
A proposal addressing all the requirements of the service with planned methodology and timelines should be presented. Both technical and financial proposals must be presented in English, submitted in a separate sealed envelope to GAIN office in person on or before 15 February 2023.
